The Pan American Health Organization
(PAHO) Bioethics Unit, in collabora-
tion with the Conflict Management
and Conflict Resolution Section of the
World Psychiatric Association organi-
zed the PAHO Bioethics, Public Health,
and Health Policy Forum at the 11th
World Congress of Public Health in Rio
de Janeiro, Brazil on August 22, 2006.
This brief Forum summary, and the ac-
companying summaries of the Forum’s
presentations, serve as a companion to
the Forum DVD produced by PAHO.
Bioethics theory and practice have been
evolving rapidly in the closing decades
of the 20th Century and the beginning
of the 21st, becoming an integral part
of knowledge generation. Bioethics has
also become a significant partner in
decision making processes regarding
rights to health, equity in healthcare
systems, social determinants of health,
as well as in examining the challenges
posed by the new frontiers in sciences,
medical technologies and their public
health consequences.
PAHO, through its Bioethics Unit, a jo-
int venture with the University of Chile
and the Chilean government, has been a
global leader in the generation, transla-
tion, and transmission of knowledge in
the Americas through training profes-
sionals, conducting surveys, providing
ethical oversight in research studies;
sharing relevant technical information
through publications and the Virtual
Library in Health. Its flagship journal,
ACTA BIOETHICA, has become es-
